Ditubuhkan di bawah akta pertubuhan 1966 bagi menjaga kebajikan anak-anak yatim dan miskin di Malaysia. Baitul Al-Hilmi juga sedang menguruskan sebuah pusat jagaan anak-anak yatim sedia ada yang boleh memuatkan 15 orang penghuni di Kampung Tambak Slim River, Perak dan berhasrat untuk meningkatkan keupayaan penjagaan anak-anak yatim dan miskin sehingga 50 orang dengan membina sebuah kompleks baru di kawasan tersebut. Maka dengan sebab itulah lahirnya

“ BAITUL AL-HILMI” yang memberi maksud “ RUMAH KASIH SAYANG ”
