IPS ditubuhkan pada 24 Mac 1990 di Sudut Penulis Dewan Bahasa dan Pustaka (DBP) Cawangan Sabah Kota Kinabaludengan objektif awalnya untuk menyatukan penulis-penulis muda ketika itu. IPS kemudiannya diiktiraf sebagai sebuah pertubuhan berdaftar oleh Jabatan Pendaftar Pertubuhan pada 24 Mac 1992.Nombor pendaftaran IPS ialah 21/92. Setelah lebih 20 tahun berlalu, IPS masih mantap melaksanakan aktiviti sastera dan bahasa malah menjadi pemangkin kepada aktivis sastera di Sabah.
