IPS ditubuhkan pada 24 Mac 1990 di Sudut Penulis Dewan Bahasa dan Pustaka (DBP) Cawangan Sabah Kota Kinabaludengan objektif awalnya untuk menyatukan penulis-penulis muda ketika itu.
